Counties. In New York, Richmond (Staten Island), Kings
(Brooklyn) and Southern Queens Counties.
* WHEN...From 10 AM this morning to 1 PM EST this afternoon.
* IMPACTS...Brief minor flooding of the more vulnerable
locations near the waterfront and shoreline.
