Separate Problems at Penn Station Amid More Repair Work

Round two of train pain is underway, and the second phase of repair work means schedule changes for LIRR and NJ Transit riders until the end of May. But Monday morning at Penn Station, the commute got off to a rough start — and it had nothing to do with repair work. Erica Byfield reports.
