A man was shot and killed near a parking lot in a residential Westchester neighborhood, officials say.
The victim was shot near a parking lot behind an apartment building at 531 East Lincoln Ave. in Mount Vernon at about 3:30 p.m. Tuesday, Mayor Ernest D. Davis told reporters.
The suspect was taken into custody at the scene, though a motive remains unclear.
A woman identified by neighbors as the victim's mother was seen crying at the scene: "Where's my son? Where's my son?"
Neighbors say this sort of violence is out of character for the neighborhood.
"It's relatively quiet," said Rodger Smith, a retired NYPD detective who lives nearby. "You don't have a situation where you hear gunshots all the time. It's a quiet place."
