Police say a man with a stroller was seen punching a child to the ground inside a Chinese restaurant in Harlem on Saturday.
A Harlem man is in custody after a disturbing video from a local restaurant showed someone violently punching a young child to the ground.
The incident occurred Saturday night inside the Red Star Chinese restaurant on West 147th Street and Adam Clayton Powell Boulevard.
Investigators said that both the child and man were gone by the time officers arrived.
Monday afternoon, police arrested Mandelo Stroman, 26, of the 2500 block of Seventh Avenue, on assault charges. Stroman, who surrendered himself, is the victim's father.
