Evidence arises that ACS took children's survivor benefits

Recently, evidence has been uncovered that leads lawyers to believe that NYC’s Administration for Children’s Services took social security benefits that were designated for foster children who’s parents have died. NBC New York’s Sarah Wallace reports.
