Theresa Prestopino of Westchester County traveled to Philadelphia to see Luke Combs in concert but he was delayed due to weather, so she left, and that’s why Ticketmaster said she wasn’t eligible for a refund. That is until she contacted NBC New York’s Lynda Baquero.
