Traffic Chaos, Confusion on Brooklyn's Ocean Parkway

What happens when New York state takes control of a New York City street? The city opposted the state project to overhaul Brooklyn’s Ocean Parkway but Gov. Cuomo overruled Mayor de Blasio and went forward with the plan. As Pei-Sze Cheng reports, that’s resulted in chaos and confusion on the road.
